At first I had a hard time getting into the story, because the first part of the movie is a jumble of images-- and...。主要描写的是上世纪末的中国中原市，接连发生了一起又一起抢劫银行的案件。公安局局长郝钢引咎辞职，林敬东临危授命，走马上任中原市公安局局长，几经曲折，林敬东带领刑警们终于将抢劫银行的罪犯捉拿归案。这时，林敬东又发现抢劫银行案背后隐藏着一起更大的犯罪——非法集资诈骗案。而犯罪嫌疑人袁成武抢在警察布防之前逃亡美国。林敬东因另一桩公务来到美国，得知了袁成武的下落，警察的荣誉感促使林敬东接近并控制了袁成武，最终从心理上打垮了他。正是在这一系列警察与罪犯的较量中，林敬东维护了国家的利益和警察的荣誉。。
